Report a translation problem
1. Vertibird isn't appearing: the vertibird appears as soon as you walk over to the bridge (opposite side from the vertibird that takes you to the airport). If all else fails, just take the vertibird to the airport and then go back up. The other vertibird for the quest should be there now.
2. Can't enter vertibird: save, then quit the game (to main menu is fine). Next, reload your save. You should now be able to enter the vertibird.
Also, you can also just jump down and go to the fort yourself. The vertibird is only a small part of the quest, but be warned: the enemies there are super tough ;)
You dont need to board it. Just go to the fort and start fighting and it skips the previous steps (it did for me).
However, when I saved and re-started the game, I boarded the Prydwen to discover the quest marker had relocated itself to another, previously undocked vertibird in the opposite hangar.
I wouldn't recommend going on foot if you can avoid it. That fight would be rough without the Vertibird.
