Yep this worked for me too! Just save then reload right there and he'll behave as normal
I tried no clipping first, the only way that worked, was reloading my save. I save pretty frequently (especially Quick Save), and you should make it a habbit, in any Bethesda Game.
I had this exact issue - ignored it for a while and other fixes listed didn't work. Managed to get it working by using console to move Deacon to me and talking to him. After this, he went back to the church without a hitch:
