Did you connect all of them with wire then wire it to the towers wire point?
So when you switch the power back on, it's wanting you to provide power for the radio tower, AND the jumbo water purifier you probably do not know about.
Walk around the outside of it till you find it. I forget the power needs but it's the big one that pumps out 40 water or something.
I just put it into storage (or maybe accidentally dismantled it) and made a couple no power needed water pumps to make things simpler.
Doing a quick double check skim, looks like nobody has mentioned this to you yet. But this is the most likely cause of your mysteriously having not "enough" power.
EDIT: Also, you will get another quest later. You clear rubble away from a tunnel entry inside with the scrap button in build mode that is blocking a tunnel entrance (you can clear it out early, but I didn't go in early so I dunno what happens if you do).
That's another sticking point I've seen when it comes to the castle.
