Objects you can pick up? No - Those are automatically "recycled" as needed when stored in the Workshop.
Objects you need to select while in Workshop mode to recycle? Yes.
I believe that's what the trading perk unlocks.
Debody - Nope, the game auto-scraps them for you when it needs to, any additional materials it creates from scrapping go straight into your storage.
