Relay station radio volume to low

As the title says I've found and raised two relay towers (the towers with 3 satelite dishes) but every time I try and listen to any of the stations it's relaying the volume is extremely low compared to all the other radio stations I've listened to. I even have the volume for radio maxed but the people are just so quiet. Anyone else experience this/have a fix?

If you move toward the signal origin the volume will get louder. For example, one of the signals comes from the salvage yard close by and once you basically get into the yard you can hear it fairly clearly
