Take them to the workbench, they will transfer over with the rest of the junk.
It's being transferred and stays as "shipment of XYZ" ... will it unpack into the resource when needed?

shipment sheets don't count towards your total if viewing resources, until the shipment is used. If you have 4 ballistic fiber shipments of 25 each, and you already have 40 ballistic fiber in your workbench, you will only see the 40 (not 140) in checking ballistic fiber amounts.
You can drop a shipment on the ground then just manually scrap it to get the resources in your inventory.
Shipments that later in the game you really want to buy when ever you find them. Oil, ballistic fiber are great for later. copper is nice if you want to spam settlement building to build up experience, but thats not really needed you level up pretty fast as it is, espeically with idiot savant perk. Cement and fertalizer always good.

Shipments are just a weightless junk item that breaks down into various forms of material.
I don't know how to use shipments.
