Ie. armor bench in Sanctuary is linked with weapon bench and the normal workbench and so on.
With that skill you can tell a settler to make a supply route with another settlement, then this two settlements have the same materials in the storage

I've upgraded this, and i still have to get resources from sanctuary before i use it on other places.. what do i do wrong?
you need to find a non-named settler in the settlement. Bring up the workshop interface and hit Q on the settler to initiate a supply line with a selected settlement.
You must assign a settler to make the supply line. Go into building mode, find a settler and use the command "create supply line". A list of cities will show up
Supply lines don't actually link different settlements with a fully shared inventory. They only link them for the purposes of building/upgrading something, and for meeting settlers needs. You can't put an item in the workshop in one settlement, then go to another and take it out.
If you look in a linked settlements workshop, you will only ever see what is stored directly in that settlement. Once you go to build/upgrade something however, the additional resources should be available.
