Buy frames? I didn't know that was possible, but who needs to, they appear to be laying all over the wasteland anyway. I've currently got 5. (and still can't find a g*d*mn T-60 left leg to save my frigging life. NO storage of other parts though.)
Honestly I think they made frames unretrievable because they couldn't be bothered designing an animation where your character picked it up off the ground and stood it upright + showing the dead pilot get ejected from the frame itself and also, note semi spoilers, because there's a Brotherhood of Steel mechanic who has no legs on her character model and thus uses the frame to walk around normally, that you also cannot steal the fusion core from, that would probably have a "fully legged" ragdoll if removed from the frame and they don't want you to see that. I guess.
1. pick pocket the core like other people said.
2. Shoot the core using vats or if you're just a good enough shot.
Both ways will force the enemy out of the power armor. All you have to do after is just kill them, pop in a new core and jump in.
