Why won't perks work?
Level one even. Pickpocket for example. It says the requirement is PER1. I have 6 on my perception. Yet it's greyed out? what am i missing here?

When do skill points come into play? I;m level 3 at this point and I have NO perks up to that level

also, like ^ said, you need to allocate level points into the perk just like you would increasing your SPECIAL. You have to choose between the two. SPECIAL, or perk.

Oh ok. The game made it sound clear like everytime I level up, I;m granted a perk. I got confused.

With each level up you gain one "Skill"point or perkpoint or whatever. If you met the requirements and the perk is greyed out means, you dont have skilled it yet. Leftclick on it to train that skill

Greyed out, or the Pip GUy is just a white silhouette with a dotted line?

The way it works, is you can spend a point each level, either raising a SPECIAL point, OR picking a perk point that you qualify for.

If you have "3" in Strength, then you can only pick the perks in the Strength Column that go up to "Lvl 03" Row on the Perk Table.

If you have a "10" in Luck, then you can pick ANY of the perks in the Luck Column, that go all the way up to the Lvl 10 Row

you cant train greyed out skills, If the skills are grey you dont have the SPECIAL points ( endurance,luck etc) high enough to gain that perk. If you can see the "cartoon" in the perk but its not in colors you can add a perkpoint to unlock that perk.
