Local Leader Perk?
Where do you unlock this? I can't seem to understand how to get it in order to put up a trading post in Sanctuary Hills.

Charisma 6 needed, for rank 2 of the perk you'll need to be around level 14 as well. Also, if you want trading posts/shops, go for Cap Collector as well, you'll need both ranks for the highest tier shops.
Need Charisma which is funny since I always considering a throwaway stat in the previous fallout games. Always left my Chr 1 in the older games.
Okay, so it will unlock when i'm at level 14? Im level 9 now, but do have 6 charisma so I suppose my level is the issue?

Yes. :) It's a powerful perk. Very worth it for the supply lines addition.
Can anyone tell me clearly how to assign an NPC to the trading post (and other shops) in settlements, please?

I have the perks unlocked, the first few shops built in the sanctuary settlement (Trading post, Weapons shop, Amor shop, ect.) but none of the initial 5 followers, nor any of the other 3 NPC Settlers has gone to work at them.

When I interact with the shops my character just says, "Hmm, need to assign someone to that". So I go to speak with the NPCs and only an option to trade with them directly from our inventories comes up. No option to assign them duties. I have even tried talking to shop keepers in other locations, and have not gotten any hints as to how exactly to set up the shops and/or trade caravans. Possible glitch? Or am I just missing something?

I'm stumped. Any help would be greatly appriciated. Thanks.

Enter workshop mode
Action button on settler
Action button on store

That should effectively be how that works.
you have to activate a settler while you're in workshop building mode (command)
^Command the person in contruct mode and then click on the shop.

And for some reason, that works buggy. Setlers won't actually stand at the stores... Or maybe sometimes but not during working hours and not all at the same time... Anyone know's what is up with that??..

You know you can scroll the perks list, right?
Just got the Benevolent Leader Achievement about 10 minutes ago. Absolute pain. I suggest watching one of the many youtube videos. And as far as putting up shops. I built 16 to help with the achievement and you get nothing from the shops, nothing. 1800 a pop to build the ones you need for the achievement.

You get caps from them though.
And you can shop for items (which is really handy when you're lacking like 2 screws).
You have to assign a person to each one. They are at the stand but aren't selling anything.
I assigned a gun shop to that whiney guy in Sanctuary Hills and bought from him once. Came back later and he had the old dialog options (i.e. trade with him but not buy from the store). So I assigned him again and tried to barter with him and both our inventories came up empty. Gave up on shops after that.
