All you have to do is equipped a hunting rifle and reload it. If you don't have one just us player.additem 0004f46a 1. This bug has happened to me on 2 different characters and this fixed it both times.
I keep a hunting rifle in the inventory of my companions just for this.

i tried that and it still didnt work
Although my issue may be existant because of the mods I'm playing with.
The only way I can now reload is by either dropping my gun to the floor and picking it up again or by de-equipping and then re-equipping it.
I can only not reload guns that are completely empty though. If there are a few bullets left the problem doesnt occur.
Even now in 2024, this still helped me lmao. The fact that Tactical reload mod was responsible for the bug and this old method helped fix it baffled me.
