stealth broken?
Hi there,

I am NOT a fan of running and gunning, regardless of how OP the power armor may be. Unfortunately, I seem utterly incapable of sneaking into melee range. For testing purposes, I even used the console to add all the stealth perks I could find (all five agility/sneak perks, all covert ops magazine perks, sneak bobblehead, sleek leg armor, etc) and even still I am unable to sneak up on anything. Scorpions and mole rats detect me at insane distance and teleport to me, humanoid creatures start ranting about hearing noises, etc. I tried disabling my Pipboy lamp, turning off my Pipboy radio, walking slowly, holstering weapons, and just about anything else I thought may play a role. Still, zero chance of sneaking within melee range of someone.

What gives?

I'm doing okay with it. It depends in part on what you hold up to be a good stealth game though and why. Far Cry 3 & 4 had stealth, but its implementation was dependent on the AI being beyond moronic. Kill --> hide --> AI makes a sweep of the area for 40 seconds after discovering a body and then goes on to business as usual --> repeat. I still had fun with that, but it was very easy. This isn't that different, really, but the AI is a little better about staying on its toes, especially turrets. It does take a while to get effective silenced weapons though.

I've put zero points in stealth perk, but have a high agility, stealthy items, and never use power armour. I make it a point to relocate after every shot, and get plenty of 2x stealth kills - especially after I dumped points into the single-shot rifles perk. I think part of the game design is making it so that the stealth boy item isn't totally useless, but stealth here is more for sniping and pickpocketing than anything from what I can tell, even without sniper rifles and even when going loud. I'm sure the better you get at being sneaky and invisible, the more you can get out of things like sneaking up on enemies and doing silent takedowns, but that might also take some perk points in melee. Not sure; I haven't done that yet.

If there's a gripe in the game it would be this. I love stealth games, yet in Fallout 4, the stealth is literally not there. I don't like how if I pop out and take out one of the raiders, his group automatically knows where to look for me even when I successfully go back in cover to not be seen.

Another lingering thing that seems to haunt the series is that the npcs always rush up to you during a gun fight. Would be nice if the human AI with melee weapons would try to get close to me using cover instead of rushing straight towards me. I'd expect that from Deathclaws where they are strong and can withstand damage, not human enemies.
That's strange because I have no problem not being seen after getting a kill from stealth, that's how I killed half the raiders in the assembly plant, were you in their line of sight when you got the kill? Because I always peeked around a corner until only one enemy was in view and the rest could never find me.

I play a lot of stealth like games (Metal Gear series going back from consoles, Splinter Cell series, Styx MOS, etc). I play enough of them to know not to kill and get caught in an enemies' line of sights. I'll play more of it later and hope I change my position regarding stealth. Game is still good in my opinion.

I'm a couple points into sneaking, but I feel pretty close to Fallout 3 and NV sneaking. Are you making sure to wear light armor?

I discovered that I was still tripping land mines and floor traps, despite having added the requisite perks to bypass them. So, clearly I have a bugged perk setup. Thanks for all the input, guys.

If anyone has a set of console commands to clear and properly set all stealth perks please do share it.

The brackets around the HIDDEN icon indicate the likelihood of being discovered, the slower you move, the farthur they move away. The + side from using a controller, as you can move extra slow if need be.

Have you toggled Forced Run off?

All of these questions about moving fast vs moving slow... am I misunderstanding the intent of the fourth perk in the sneak tree? The one that claims that running no longer affects your stealth?

Not my experience, kill someone or two with a shotgun they get all uppity but dont really explore, then 2-3mins later you here them congratulating each other on how tough they were and that you're run away.. then so long as they aren't looking at you, you just sneak in and knife them. Or whatever.. I prefer to sneak in and shotgun them in the head. Always good for a laugh.

Stealth isn't broken at all, but you need to put silencers on your weapons.
If you don't, people will know where you are as soon as you take a shot.

I've found that there's 3 major factors to the stealth in this game.
Metal armor will give your position away. Walking over things that make noise (cans, sticks, bushes etc) will give your position away. Forced run, even while crouching will give your position away.

Also, it seems that the enemies have much more heightened senses compared to FO3 and FO:NV. I just went Level 3 Gun nut and Level 2 Science, made a suppressed Sniper Rifle with a long range night vision scope and started nailing everything I could see.

I am able to, with 4 agi, to sneak up on people with ease. I have invested full on sneak, found a lot of sneak-magazines and wear combat armor for the low weight compared to armor I get.

Maybe the console commands don't work properly? I've had similar problems using console commands when trying out different skill sets and so on before commiting to that build. I am currently +50% sneak dam with silenced weapons.

When I shoot the enemy tends to become very confused, and even when they are very close they still stay only at the "cautious/alerted" stage and blind fire into the latest position I fired from. But I seldomly goes to "danger". But before I maxed out sneak and found a few magazines I had the same problem as you. They'd hear me from miles away. Without the (4th level?) perk where u can run and sneak they easily heard me. But now I don't have to press caps lock for walking instead of running (and when sprinting u cannot sneak at all), which was my previous approach.

I honestly don't know why this is happening to you. I currently use all shadowed gear as well, I have 4 points in stealth perk, and a 8 agility. I can sneak Right up to someone and shoot them no problem at all. Things that will hurt you is lights... Stay in shadows, destroy those darn searchlights, and the rest is cake. Oh and the use of a suppressor is advised :) I hope you can figure it out. GL

How well do stealth boys work? I'm sitting on 5 I haven't used yet.

This exactly how I feel about stealth in FO4. In both FO3 and New Vegas I did my first play through as a "stealthy-sniper" doing "1-hit kill" head shots all over the place but in FO4 I'm lucky if I can get off more than 1 shot before every enemy in the area knows where I am. And good luck sneaking up to an enemy and planting a mine in their pants and watch them do the "pee-pee dance" before exploding into a thousand chunks of meat.
