Guess all SUPER DUPER IRRADIATED GHOULS.. must be really really weak then right Bethesda? I mean they shouldn't be able to half more than like a quarter health...

I don't think current exposure is measured in x100 rads. It is your current cumulative radiation and corresponds directly to the red portion of the health bar. If you don't believe that, go stand in radiation for a while, then go somewhere without radiation and tell me if the meter is empty.
Ghouls are healed by radiation, silly.
dial on right side of pipboy shows the usual radiation damage (0-1000)
what ever it is, its just the opposite of your health so if you have 333/1000 radiation poisoning (goes into red past 200, not sure if you lose stats every 200pts or not like the old games) then the latter 1/3 of your health bar will be red...
the only thing about this i find confusing is the HUD in the power armor, because the rad meter in that is for exposure and if you want to know how its affecting your health you have to keep a close eye on the hitpoint dial
