The controls are much better in Fallout 4 and it feels like a real FPS when playing, you do not rely as much on VATS in combat anymore and the game took up a lot of speed as a result of that, enemies are more aggressive and smarter.
There are obviously still perks which increase accuracy and/or damage of your weapons but there is no "dice roll" involved in hitting an enemy, if you perfectly aim then you will hit whatever is in your sights.
And by the way, if you are exciting about the game and a geniuine fan of the Fallout franchise... keep away from the steam forums, SO much hate flowing around here, it's like Palpatine level of hate we are talking about.
Like fallout 3 you're entering into a still very untamed wasteland. Where as New vegas had thriving settlements every half a klik FO3/FO4 really makes you hoof it to find people. FO4 however gives you the option of building your settlement. Just be sure to have the stats to grab 2 ranks of charismas born leader, 1 rank or armor, 1 rank of science and 1 rank of gun nut alot of the trade/crafting structures require those perks.
Difficulty wise it seems easier due to the Concord last stand at OK corale style give you power armor, a minigun and start killing throngs of raiders...but then you realize there's no reliable source of regaining that minigun ammo. And power armor now needs a fuel source which is finite itself. Yeah you're given a tank early...but that tank will be out of gas before you're even a tenth of the way through the wasteland.
That's when you find your Legendary encounters and wish to god the power suits had infinite fuel. Fast and lethal. Even on normal legendaries are nasty encounters. but if you want the best loot you gotta throw your difficulty higher.
I'm glad that the dice roll mechanics aren't there anymore. I remember how hard it is to play Morrowind and the first two Fallouts if you didn't invest in the proper stats that would ensure hits.
And I'm looking at the forums right now. It's just like any other AAA launch forum - many would criticize the game for not meeting their expectations and there would be many comparisons to other games released before. It's seems that Fallout 4's biggest comparison according to a lot of people is The Witcher 3, which is dumb since comparing them would be like comparing apples and oranges.
successful hits in VATs depends on stats. Normal gunplay however is dependent on your own aiming.
Enemies are also better at killing you than FO3 & NV. For example, a group of ghouls in FO3 is barely any threat, or could barely hit you. In FO4, they are relentless and you would often not end an encounter without getting hurt. Even glowing ghouls have new tricks up their sleeves.
