Sandbags?

So Sturges told me to place some sandbags and stuff for the defenses. But how the heck can I place sandbags? There's no way to build them in the editor

You can't. They're part of the natural environment. It was just an example, I believe they forgot to add it, maybe a free hearthfire-like DLC will include them.

That'll probably be modded in long before any DLC gets to it.

Just plop a guard station near the bridge, that's about all you need.
