That doesn't explain the pre-war decorations though. The decorations the OP is talking about are in the destroyed houses before anyone even moved in there.
Close enough, and there are some hints that Halloween is soon in the game.
Such things are some stores having plastic Pumpkin things and that the main character can in the begining talk about "Carving pumpkins" instead of going to the park
Might be that date, but I don't think there is any super mutant santa in the game
