I found something that could work, if you type in the console "setstage MQ105 1000" it will complete the quest and start Reunions and Far Harbor if you have it.
I've found a sort of way around this, since setstage MQ105 0 (or 10) didn't work for me, nor did the "crouch and then sit in the chair" method.
  1. completequest mq105 to get the exp. for the quest
  2. setstage mq106 50 to start the next quest (Reunions) (and also skip that part of the quest where you have to follow Dogmeat halfway across the wasteland so you can just go straight to Fort Hagen)
  3. Either click on Nick Valentine while in console or use prid 2f25 (it should say " (00002f25)[EP] at the top)
  4. Use setrelationshiprank player 4, then setplayerteammate 1, then setconsolescopequest followers, then forcerefintoalias companion, then tai and tcai, then tai and tcai again, and finally use resetai. This will make Nick Valentine your companion. NOTE: if you dismiss him, you will have to do steps 3 and 4 again. Also, if you already have a companion with you, you must dismiss that companion manually.

UPDATE: I have had no further consequences of this method. I was able to complete Nick's companion quest and reach max affinity, as well as complete the rest of the story quests. I think, if I recall correctly, Nick might've even fallen back into normal "companion" mode after completing a few quests with him, but I'm not sure.

Thank you for calling me stupid. Feel better now?

If a quest does not trigger it is because you have not done what was required to trigger it. Do not expect quests, just resolve them as they present themselves... just explore and play the game. Just saying.
wow you are a dumbass

This DC Penthouse mod blocks the "Getting a Clue" task, at least for me!
I can confirm the DC penthouse mod is breaking the getting a clue quest.
ok
I'm having this issue too. Nothing in this thread helped.
Someone also suggested to me to try "recycleactor" on Nick but that just took off his clothes and spawned him in his agency.
I also tried removing the essential flag and killing him (which worked) but also did not resolve the issue.
I am running tons of mods and also... dogmeat is entirely MIA. None of the tricks mentioned here are bringing him back though I could spawn a clone which I can't interact with...
Any help would be massively appreciated!
Heavens above, I fixed it!
Going on with Ouroboros's detailed explanation, I figured it was my MIA dogmeat at the root of the problem.
So I hit him with all the console commands I could muster:

prid 0001d162
resurrect
moveto player

... did nothing. Then I did
recycleactor
nope.
BUT THEN!
hit him with
disable
enable

and lo and behold, there he was, and I could interact with him!
I had my game saved before going into the agency (when the scene happens when nick comes back for the first time) after which, I got the "getting a clue" quest, no problem.

Yaay!

Hope this helps someone :)

Ok, so basically I messed around in God mode for kicks and got seriously sideblinded by this quest not being able to start. Here's what I had to do. I had to bypass this quest entirely and go halfway into the next one using console commands to get it to work. I started with "completequest 000229e6". Then, the next quest didn't automatically start and I had to get it halfway going in order to get back in to the main story with this character. I used the command "setstage 000229e7 50". This set my quest marker to Finding a way into Fort Hagen.

I tried reloading, closing and reopening the game, doing setstage commands for the Getting a Clue quest but nothing worked except completely skipping it. Hope this helps!

THANK YOU!!! this was so helpfull :D
It's still not doing it for me. The quests won't start.

I had the exact same problem. Nothing mentioned above could solve it, no console commands, no fiddling with Dogmeat, nothing.
For me, what did the trick was uninstalling a DC workshop mod I had. I saw somewhere that another mod, DC penthouse, also causes the quest not to start.
So, my recommendation from my personal experience would be to uninstall any mods that inflict changes to Diamond City.

I FOUND THE FIX

Sit in the chair and type setstage mq105 40

The quest will continue as if there was no bug :)

Woot, this worked fantastic, thanks a lot.

After extensive trial and error I've found that for me the issue was the mod "Kellogs Mercenary House"
To use the mod successfully w/out breaking the game I had to disable it before starting the Main Quest: Unlikely Valentine and enable it before leaving Nic Valentine's office after he interrogates you about Shawns kidnapping during the following Main Quest: Getting a Clue.

This was tested successfully on a PS4 while using both CreationClub and free mods.

Just do "completequest 000229e6" and then "setstage 000229e7 50" in the console dogmeant will be outside of Kellogg's house and be alive if you do it in his house, hope this helps
