Report a translation problem
UPDATE: I have had no further consequences of this method. I was able to complete Nick's companion quest and reach max affinity, as well as complete the rest of the story quests. I think, if I recall correctly, Nick might've even fallen back into normal "companion" mode after completing a few quests with him, but I'm not sure.
Someone also suggested to me to try "recycleactor" on Nick but that just took off his clothes and spawned him in his agency.
I also tried removing the essential flag and killing him (which worked) but also did not resolve the issue.
I am running tons of mods and also... dogmeat is entirely MIA. None of the tricks mentioned here are bringing him back though I could spawn a clone which I can't interact with...
Any help would be massively appreciated!
Going on with Ouroboros's detailed explanation, I figured it was my MIA dogmeat at the root of the problem.
So I hit him with all the console commands I could muster:
prid 0001d162
resurrect
moveto player
... did nothing. Then I did
recycleactor
nope.
BUT THEN!
hit him with
disable
enable
and lo and behold, there he was, and I could interact with him!
I had my game saved before going into the agency (when the scene happens when nick comes back for the first time) after which, I got the "getting a clue" quest, no problem.
Yaay!

For me, what did the trick was uninstalling a DC workshop mod I had. I saw somewhere that another mod, DC penthouse, also causes the quest not to start.
So, my recommendation from my personal experience would be to uninstall any mods that inflict changes to Diamond City.
Woot, this worked fantastic, thanks a lot.
After extensive trial and error I've found that for me the issue was the mod "Kellogs Mercenary House"
To use the mod successfully w/out breaking the game I had to disable it before starting the Main Quest: Unlikely Valentine and enable it before leaving Nic Valentine's office after he interrogates you about Shawns kidnapping during the following Main Quest: Getting a Clue.
This was tested successfully on a PS4 while using both CreationClub and free mods.
