Penny Fitzgerald bug (won't trade)

I get this weird bug with Penny where she won't talk to me after Dan talks to me. She just keeps saying "Enjoy your stay!", making trading with her impossible. This is annoying, sicne she has some legendary stuff I'd like to get eventually.

I just had this same issue. Quick saved and reloaded then she started trading properly.

I'm sure someone will work out a console command that "resets" her in the future, but for now, we just have to enjoy our stay, and keep a fresh save handy!

it hasnt worked for me ive tried saving and loading it 5 times

click on Penny
type recycleactor
try several times if not helping
or ty resetinventory or kill/resurrect

Its the time of the day. If she not working she'll just say "enjoy your stay." At 8 to 6 then you can open a dialogue with her.

During that time gap try saving, load the file then talk to her agian. But I should tell you the only thing she has in her inventory thats worth getting is Justice "rare combat shotgun that has a chance to stun on impact" and Destoryer's Helmet "adds one point to intellagents and charisma". Everything else is what ever other trader has.

Also dont kill her for the loot because you can't collect her inventory... trust me I tried.

The bug sorted itself out once I spoke to Swanson a second time after passing the SAFE test -- he directs you to grab supplies from Penny.

This is an old topic, but since the actual solution isn't listed here I'll respond.

There's actually two issues with trading with her. In some rare cases she'll just refuse to trade because of a rare bug. Reloading may help.

In most cases though she will not trade permanently even though she is in her store. This is because Covenant is scripted to have her at the store when you first arrive there, no matter the time of day. She will actually only engage in dialogue and trade with you between 8am and 6pm. Resting in one of the covenenant houses till this time frame will have her actually trading with you. In fact she'll start her dialogue as if you just entered the town.

This worked in a way It wasn't Swanson who directed me to Penny's shop but it was a settler when he/she was in the office.

Kinda Late but im playing fallout 4 again next gen update and hate i hate this Bug ... So this IS how i fix it.

Go in the shop (if locked just sleep and wait before Penny or doctor open the Doors) and steal something .. doctor took my stolen sht and try to talk with Penny again .. IT should work
