Survival you do come across more legendaries, but not enough of them imo. I'm really debating just playing on normal because the risk for so little so far has not paid off for me, so the "reality" of gimpiness some like is just annoying to me. Maybe a mod that increases legendaries like double I would really enjoy that aspect more without the survival rules gimpiness.
AKA bullet sponge difficulty, have fun, lol.
from my research theres the healcap with x2--> x3the chance of legendary encounter.. AI and dmg mods stay the same
i hope they fix this to be a challenge.
For the vastly increased toughness of enemies, you just need to make optimal use of perks. Example a VATS-Crit or a sneak-melee build can still one- or twoshot pretty much anything.
Without those builds, pretty much anything turns into the infamous "bullet sponge" fights. Remembering my 10 minute fight against a Gunner Commander in T-60 PA, which was more boring than difficult.
Also Chems are extremely strong, since you can create plenty of variants like Psychobuff / Psychojet and they all stack together, you can even survive a nuke explosion while only wearing clothing and ultralight leather armor.
PS: also legendary enemies become very frequent on Survival Mode above level 20-30, there seems to be at least one in every pack / camp.
I can one hit kill legendary deathclaws playing on survival and im currently only lvl 38...
So now that I've found you again, why exactly should people report me?
Or did you just do that for a sprung of the moment attention?
I didn't see anything besides "overhaul" according to news sites, and "reworked" according to bethesda.
Survival mode simply extends the amount of time it takes to become a god-like killing machine. You still need to be a little more careful of enemies with heavy weapons or explosives. It makes starting out as a melee or unarmed character more difficult, but by the time you hit level 30 or so, you will one hit kill most enemies, assuming you've gotten yourself a decent legendary weapon.
Easy early access to weapons like the Overseer's Guardian mean that survival mode is only hard if you don't know where to look.
