It's one of the endless list of things related to settlements that aren't explained at all.
If you want to make certain then start an outpost, clear everything out of the workbench, build a salvage station, assign it, and check it a bit later.
A simple way to test this is to have a settlement with people working on salvage stations.
Remove all the junk from the workstation, and store it somewhere else like Sanctuary.
Play the game for a while.
Come back to that settlement, and look in the workstation storage. All the new stuff there were added by your salvagers.
Apparently adds random junk to your stations once per day. Per station (which needs a settler assigned to it)
I've tried to build and assign ten salvage stations in one settlement, and it doesn't seem to generate much more than another settlement with only one. Didn't spend much time testing this.
Though citizens unassigned generate junk on their own but its supposed to be "less". not sure if they mean in quantity or quality
I've always had like 300 mutfruit in stock even before building salvage stations.
I don't feel they work. At one settlement I have ten, and I've never seen more than a single adhesive in stock at any time there
