View Stats:
Intro video and menu screen intermittent lag
Getting a strange stop-start effect for both videos.

Almost as though the video itself is buffering in short bursts once a second.

The game picked up my hardware and recommended Medium settings, so I don't think it's the system that's causing the issue. Have checked Windows Resource Monitor and the CPU usage never gets above 30% while Steam's FPS counter is showing a solid 45-50.

Haven't even tried starting a new game yet, simply because it's that frustrating to watch.

GPU: Radeon HD7970
CPU: i7 Core 860 (1156 socket)
8Gb DDR RAM

Anyone else getting the same problem?

OK, so after ages of trying to eradicate this one, I've finally stumbled across a fix.

Apparently it's not enough to just unplug your XBOX controller from your PC, because there's a couple of Settings under Gameplay that cause it to periodically keep looking for a controller, thus the intermittent lag.

~ Go to Settings

~ Go to Gameplay

~ Turn off 'Vibration'

~ Turn off 'Controller'

~ Enjoy your 60 frames on Ultra with a 6 year old rig.

Cheers for the fix mate.
Don't use a controller but disabling both controller AND vibration fixed this stutter.

I tried your fix but mine sadly is still stuttering. I get super low fps in the startup screen, as well as in the main menu. It stutters to a perceivable 1fps. It is hard just to hit continue. Also in game the escape menu can lag a lot too. It is not my resources being used too much, my CPU and GPU are not overloaded at these times. I play with an AMD GPU and CPU, so because this game is not optimized well for a AMD GPU, I have a hard time playing this on anything but medium/low. Anything else you found? Also, you get such good fps because your graphics card is great. The game is very gpu intensive, so the cpu won't matter as much. Your RAM is fine too.

After I found the fix above, the issue returned another time I opened the game.

What I found was that the new Catalyst beta wasn't allowing triple buffering to be set unless it was done using the taskbar icon's menu.

When I turned triple buffering on, the stuttering disappeared again.

AH I see. That isn't my issue. My issue just with the boot screen, start screen, and main menu. HOWEVER, I fixed that. Here's how: it turns out that having a lot of saves makes any screen that deals with possibly loading those saves lag. Consequently, because I always create new saves to avoid corruption, I had around 460 save files in my saves folder in My Games> Fallout 4. In the past Bethesda games this was never an issue, but it obviously is now, because moving them all except 1 to a sub directory I called Saves_Old in My games>Fallout 4 fixed the issue entirely. I still can't get 60fps on ultra though ;). I have an r9 270x hawk. The internet shows my card able to get around 40 on high, but I get around 25-30 on medium, with drops to 15-20 in the city. Sucks, so I'll probably upgrade to a GTX 970.

Might necro this thread but i'm sure other will be searching for this aswell

Incase you get stutter in the main menu only, it is probably created due to all the save files it has to scan.

My main career had over 100 save files, if not more. I ended up deleting most of them and the issue is gone now.

So if you have a lot of saves and experiencing this problem, deleting saves might solve it

hey, i know this post is older now but worth letting you know, with amd cards and proccessors shadows create a lot of lag, im running ultra/high by going into my fallout.ini file and changing the shadow distance from its original( I believe like 40k) down to 3K, it is a HUGE performance boost and really isnt noticable, feel free though to change those to get it to work best for you

BTW: running AMD 8350 8-core 4.0 Ghz and a sapphire 290 3gb

Hey that was really nice of you to add that despite the age of the post. I will try what you said, although te solution to this particular post's problem was deleting excess save games or moving them. I just built a computer though and changed the processor to a 4690k, and added an 850 EVO ssd (incredible). So I now get great frames on whatever setting I have it on now, I think mostly high.
