FWIW I believe this is to do with which DLC's/updates are installed. The first code worked for me in 2020 with final version, all dlc's. Thanks!

The DLCs shouldn't make any difference except to the first two characters of the eight-character ID code, and the base game should generally remain as the default 00 for that anyway (with the leading zeroes ignored).
