As to the OP's question, I'm not sure the items "stored" at the site can be transferred to inventory as items. It might just be that you can place them later at no cost of materials, but I don't think you can "transfer" an item like say a power armour station from one settlement to another.
You can find the generator (the one that produces eneryg for your settlement) by just placing it, like you would place a new one. It's stored in there. Then you can look at it in workshop mode and just scrap it if you like to.
Weapons and armor can be scrapped at their respective workstations from inside the menu.
Junk is scrapped automatically when stored in the "workshop" as soon as it is needed to build something.
To make it so that workshops from different settlements share its inventory you have to make a supply line.
I've tried this with power equipment like generators and pylons, but I notice my material costs still go down. Like at my main base I'm low on copper so I can't build much power equipment, yet it says I have 2 generators stored and pylons and other stuff. Is there a different button to push than 'build?'
Also, what happens to copper wires when you scrap or 'store' a piece of electrical equipment?
