FPS capped at 30 in fullscreen. Could use some advice.

I've been waiting for this game for a long time and I managed to get a copy. I started it up and immediaetly noticed that it only runs at 30 FPS on fullscreen. I can run it in windowed mode at 60 FPS on low-medium graphics but let's be honest, who really wants to run Fallout 4 Full screen.
My specs are
i5-4570 @ 3.2GHz
GeForce GTX 750 Ti
4.00 GB DDR3 RAM
1280 X 1024, 60Hz
Windows 7
(Nvidia driver 358.91 though I don't think that's even connected to the game or Steam.)

So I'm just wondering what I should do. I can get more RAM for the game but if that won't fix the 30fps problem then I might just have to refund it (because I can't really go spending $300+ on a new graphics card or processor.)
Other than that do I need to do something else with the drivers or update windows. I'd appreciate any feedback.
