Hey mine is also having this trouble. I added you as a friend to see if you had gotten it fixed. I can't seem to find very many people with this issue.

The thing I did to solve this was to save the game outside off the "memory pod" when the doctor doesn't talk to you, and restart the game.

When I loaded the game she spoke to me as normal and I could continue the quest

I have exactly the same issue with this mission guys. I'll try that save trick now & hope for the best!

Did you get it to work? I'm still stuck ):

I loaded my save just before getting in the pod in the memory den, when exploring the memories i just stood completely still at the entrance to each memory without interacting with anyone, moving onto the next one when requested, then left the last memory as soon as was possible. Not sure why, but it worked for me and the mission carried on as it should do.
Hope that helps people get past this bug.

ugh annoying, i get into the memory den and the doctor is just standing at her terminal at the entrance, where-as everyone is saying she is downstairs, nick also just walks there but nothing starts....annoying

I'm stuck aswell I have tried everything people have recomended but I'm still stuck with the doctor not talking to me and the quest marker stuck under the ground saying I need to explore his thoughts even after leaving the pod... I tried the commands to force complete the quest but the next command I have to enter wont start the next quest... So I'm stuck and very annoyed, I've been trying to find a fix for hours now :/ Also why hasnt bethesda fixed this yet???

I have a slightly different problem. I am stuck when entereing the pod, it doesnt start. It doesn't complete the objective to sit in there. And I cant get out. I tried fiddeling with the console to complete this objective while sitting in the pod, but it changes nothing. I could complete the quest through the console but I would like to go through Kellogs mind by myself.

Anyone besides me try all the fixes and still can't get around this bug?

I have tried -

1. Starting over from where the quest starts (talking to Nick in Diamond City.)
2. Leaving Goodneighbor and returning to start the quest.
3. Attacking Dr. Amari (just gets me killed if I stand there long enough).

I've avoided using console commands as a lot of people state they ruin the playtrhough of the next quest as well.

Seems it is this particular playthrough. I started another character and worked my way straight to this quest and it completes fine.

I did visit the Glowing Sea and kill all the Children of Atom before actually starting this quest in the playthrough that is stuck. Not sure if that has anything to do with it. The town shows all sorts of stuff as theoretically stealing rather than just looting.

I don't know. I liked this playthrough and am not keen to build a second character all the way to this point. Would be nice if multimillion dollar multinational corporations didn't suck.

Would be nicer if a person did not go around digging up every four month old topic about a bug.

Seems to me you have spent more time replying to topics that ended months ago rather than actually search for answers.

You can fix any quest with proper console commands. Use improper console commands and you can easily ruin a follow up quest.
