What is important here is your graphics card, ram. Your processor is fine.
I have a feeling it's linked to frame rate not syncing. I recall having the exact same issue in Skyrim when aiming bows and I needed to lock the games frame rate at 50 for the stutter to go.
Well this may seem stupid but I'm glad its not just me. Means it may actually be fixed, I'm guessing there are currently no solutions?
Go to
Fallout4prefs.ini
Find the sentence that looks like t his
iPresentInterval=1
Set it to
iPresentInterval=0
Should fix your choppiness and also make your mouse much much more lovable.
Ive had trouble with every game bethesda released since fallout 3 with low fps and annoying mouse.
This is the option I ALWAYS change and it always works.
Hope it works for you as well as it does for me

Well I have been unfairly blaming my poor PC. Hope this gets resolved, its the only real problem I have had with this game so far. I should be delving into the depths of another bethesda game I so dearly love... instead Im stumbling along as if Im character has a broken leg

Hmm I'm not sure. I think it has helped a little bit but not fixed it entirely. It certainly hasn't done any harm! Thank you for being so helpful though, hopefully a fix for everyone concerned will be released shortly.
Might as well try helping people while im fixing my own issues. I was getting stuck after using computers but found out via reddit it was due to having too high fps after doing the fix i wrote in here. Using a third party software to lower my fps atm but atleast that fixed the issue. :-)
Nonetheless when i started the game up for the first time and saw it locked itself at 30 fps pretty much and my mouse was as heavy as I am fat I definetely needed something to fix that up.
As mentioned ive had trouble with plenty of bethesdas games in regards to fps and i know alot of other ppl has as well so I still dont get why they havent ever looked at that specific problem.
Its the only thing im dissappointed about in their titles cause the gameplay is really superb.
Well thanks for sharing your wisdom. Now that I've had chance to play it a little more I think your fix really has helped. The choppyness is still there sometimes but its less common and not as bad when it happens. Either way the problem has gone from frustrating to mild annoyance which is a big step forward. Hopefully bethesda will fix the issue fully. Thanks though, I can finally get on with my game.
