you can dismiss a follower by talking to them and select dismiss. you then choose which settlement to go to. yes dogmeat understands english, and you can dismiss him too, if i couldnt then stealthing would be IMPOSSIBLE, stupid dog makes me look bad.
Umm you select Talk on a companion and then the left chat button after entering the talk section of there replys should be one that says Dismiss.
And as for why dogmeat and lone wander works is more likely the fact that his not a talking active quest effecting companion and is one the very first companion's you get before even Cogswell. Which is interesting which means potentally one could have an insane ability to loot with out care with strong back and lone wander together as well as if you get insperation up to 3 with the companion carry weight (which I assume works with Dogmeat).
