I have found a document in the house that indicates the caravam was in town, and I also found the lemonade on the caravan site. And yet Dan apparently doesn't consider either of those things evidence, so I'm just stuck.

That's about where I ended up on that one, though I didn't fnid the actual caravan.

I've actually managed to lockpick my way into the one house unobserved, but ended up reloading, because I ended up with a huge approval hit with Preston for breaking, entering, and stealing, even though I was gathering evidence.

You'll either need to break into a few buildings and read notes and computers, or talk and persuade the other residents.

Note that the following may contain SPOILERS.

I've finished part of Human Error, but I think it's buggy.

I did all the optional things, then talked to everyone, and I believe at one point (after I mention Compound to him?) Dan mentions that Jacob (town leader) has memory issues, and was reading his pword off a piece of paper.

You can sneak into the main house and steal stuff from a safe, but it has no bearing (althouth the reports are interesting lore).

You can sneak into the house right by the gate (lockpick -> Advanced lock) and steal the password paper, then use the master-level secured console in the main house to get more info.
(Optionally, I think you could pickpocket the key to his house off Jacob, and get in that way)

Finially, you can ask Jacob about Compound, and if you go the route asking to negotiate (I forget if it's a persuasion thing or not) he'll send word to the compound that you want to talk.

Go in the sewer tunnel, then WAIT in the entrance where the guards are pointing weapons at you - the lead guard (named) will talk to you, and if you choose the yellow (I think) persuade option (just want to talk) he'll lead you through the guards to the lead Doctor of the place (Dr Chambers), stopping once to chat with some doctor in a lab coat.

You can go through multiple conversation chains with her, but I have yet to figure out a way to avoid one of the following two options:

Reject = kill everyone in the Compound, and then probably everyone in Covanent - but rescue the imprisoned girl (who they think is a Synth, and the Dr Chambers has a life-long goal of killing all synths, because some of them killed her parents or something)

Accept = I have not chosen this one yet, but I assume it involves the death of the girl (and possible discovery of her being a Synth).

--------------------

However, here's where the bugs enter.

I had reloaded after picking reject, because I wanted to see if I could get another option besides the two.

Talked to Dr Chambers, but exited the conversation before picking by walking away.

Looked at the terminal, which has notes and cell unlock - didn't unlock any, but went up and talked to Amelia Stockton.

She of course claimed she was not a synth.
She asked me to rescue her, and said her father would pay well.

Then for some reason (i forget if I went back and talked to the Dr Chambers [also leaving before pick again]) I got a quest update on the "rescue Amelia Stockton" goal.
And another rescue Amelia Stockton goal added.

But it also gave me the goal to talk to Old Man Stockton (her dad).
So I figure I would go see what that yields.

I just ran out of the base, none of them attacked me. Dr Chambers was yelling something about deciding though.

When I reached Old Man Stockton (after fighting through several Raider bases on the way)...
He gave me the quest reward and it ended.

Wait, what?

But everyone is still alive in Compound and Covenant, and the girl is still in prison that he just rewarded me for rescuing (only 300 caps though.)?!?

I did ask him if his daughter was a Synth, and he seemed to deny it as rediculous...so it still could be true...

I'm going to play around with it some more tomorrow, but it certainly seemed unintended to me.

Edit:

Interesting...

When I go back to the Compound, the Dr Chambers won't talk to me, except to respond "I won't beg for my life", and when I open the cell door that the Stockton girl is in, she responds as if it's still closed.

Definitely bugged.

Edit 2: The key point of failure appears to be when, after leaving the conversation with Compound leader, you go and talk to Amelia Stockton.

Doing so updates the quest and sends you to old Man Stockton.

Edit 3:

Choosing "Accept" option leads to Dr Chambers killing Amelia Stockton with a tesla mine mounted on the cell wall. This of course fails the "rescue" goal.

***Spoiler***

If you loot Amelia's corpse you get a "Synth Component".

I had no problems completing that quest line.

I dislike this quest as thre is no other choice but kill one side or the other, cannot persuade/compromise at all! :(

And spoiler

she IS a synth

The whole quest is just very poorly constructed. I have found multiple documents in the town that make explicit references to the caravan, yet none of those things can be used to make Dan progress the plot. The NPCs are some of the worst I've seen in any Bethesda game in terms of repeating dialogue, and no one seems to provide any information that is at all relevant. That, and they all seem to stand around looking broken, making breaking into any of the buildings difficult because they never walk away.

Neither have I. The problem is that it's possible to complete it while leaving everyone alive, when the quest dialog indicates you haven't.

And getting rewarded for rescue when you haven't.

Since I don't really have any lockpicking skill, I managed to get into that locked house by just waiting for someone to go in and quickly sneaking in after them, the guy got a gun out on me and said something about not being allowed in there, but then he was pushed back outside and the door automatically closed behind him so it was k :)

Leave the area, go do some other stuff for a good while and return after a few days. According to the in-game help texts, people will forget about your crimes after a good while.
xoTRIGUN Nov 18, 2015 @ 12:26am
you have to get into the covenant house, the one with the locked doors closest to the gate, I just slept till like 12 am, at night where everyone is getting ready to go to bed, I followed them like literally right behind them to the point where I was grinding against the npcs, and just forced my way through the door before the closed it. And I will assume you will know what to do from there ;D
Ps. if you were to do any stealing make sure you stand next to the item you are planning to steal and dont move there you will be hidden again, and you can steal in peace.

If you break into the building straight back from the gate (I think it's a jail) and hack the computer, there's an option on there that lets you advance the quest.

Also, not sure if this has been stated, but there's a bug to get infinite money during this quest tho it's a very slow process. After killing the doctor and freeing the girl from the cell, you talk to Dan to get your reward. Idk if all options work, but I know if you tell him to "pay up" he'll immediately give you 300 caps. After that and before hitting any other option, you can back away to reset the convo. That way, every time you talk to him, he'll keep giving you the caps. I got 10k from him doing this until I was too bored to keep going. I'm on PS4 but I don't see why it wouldn't work on PC. Hope this helps

Edit: So backing out at any point resets the convo, but the persuasion attempts don't reset so it will be at the red attempt every time. You can still keep using the above method to get the 300. I think all in all, you can get an extra 180 out of him through talking
