Seems to happen more frequently in advanced/later stages of the game.
I currently have all vanilla main map settlements unlocked, upgraded, populated and linked.
Random crashes, and after a pinch of luck and not having them, framerate drops because settlements seems to intensifies.
Here's the fix:
Locate your exe file:
\SteamLibrary\steamapps\common\Fallout 4.exe
Right click, then click on properties.
Under the "Security" Tab, check the box to allow "Full Control"
I've been playing for several days now since I checked that box with no crashes whatsoever. I figure by allowing full control to the program, I'm giving it the "permission" it needs, so it doesn't freeze up.
I'm not so sure about the ram issue though.

I have plenty of ram and crashed in 30 minutes of playing.
Use fast-travel less, by habit. This helps a lot.
Using various "settlemods settlements" like "Settlemods combined" causes crashes all over.
Other settlement mods are ok but the settlemods branded ones are rubbish, cause lag when nearby and cause CTD's. I was getting them like crazy until I took it out then it was fine.

i ve a new gaming pc. All drivers ok.
i experiment the issue since i want to go to Sanctuary after meeting the group found at the first little town in the game.
i want to go to the Sanctuary, but my game crashes when im at the Red Rocket station, or when i try to go to Sancturay by any way around (in the wilds).
i ve tried all soluces find here like "delete mods", verify the game files, disable this or this graphical option... etc.
its hard to play in "survival mode", if you cant go on the first really interesting first place where you can find/make some stuff, etc.
if someone find the key to fix this Sanctuary CTD, i ll offer a pack of Nuka Cola Quantum !
PC is good enough and all drivers up to date. I've googled about this as well, and a lot of people seem to have the same issue.
Seems like a bug.
If you built things with mods, and delete the mods, and come back to same settlement, you will be promptly booted to the desktop in most cases.
Missing references (deleted ones) referenced by the game WILL CAUSE A CTD (crash to desktop), it's almost garunteed. It's crashing @ red rocket because that's about when it starts loading part of one of the cells of sanctuary from distant LOD to somewhat-near more complex view/more polygons/some of your workshop stuffs shows up, with missing mods, that = crash. If you remove most mods, you will need to start a NEW game or restore a save before you added it.
Always make a seperate save of your game BEFORE you add a mod, and play around a bit (don't build anything complex etc for an evening), so you know your game is stable, and if it's not, you can revert without much loss of time and effort.
If you already deleted the mod(s) in question, you need to put them back in (all of them), OR go and start a NEW game.
Game will also crash if you go over the 120~150 monster limit (interactable entity limit, including doors/movers like elevators/carts etc, dynamic objects with physics, generators, switches, beacons, NPCs, enemies and you all count towards this). You won't hit this unless you try, or have a spawner, or go crazy with the weapon called the 'Creation Club' which, is quite hysterical (it's on nexus if you're interested, and I think RPS had an article about it, that or PCGAMER).
Played FO4 for 75h without any problem and now it randomly CTD, anywhere, anytime, no special action. Sometimes, instant crash, sometimes around 10minutes of gameplay.
I have tested all of the tips above, nothing.
I installed the unoficial patch, same issue.

I got to the habit of quick saving when i have
- cleared a room
- ended a fight
- finished looting
- got XP of any kind
- opened a chest
- before leaving any interior cell
sadly i am so used to it now, its like a game feature^^
1. I limited the framerate to 58 with nvinspector. It took longer till the game crashed, but still several CDTs within a couple of hours.
2. I did set speed fan for GPU manually to 100%. No crash since several hours since then.
Don't know if both steps are needed but it seems to be working for me.
So, i think that dials or something linked with some dials/encounters and the answers can make some crash game, if you dont say the right thing... or make the good choice ?!
I thought that Bethesda learned about their previous games, all bugged like this. They dont learn nothing, and they let the players we are to find a soluce where they fail to find one.
I remembered I hadn't updated my BIOS in the last year, and decided to do so. Turns out there had been loads of updates especially for (OC) stability issues (asus z170 pro gaming).
Can't be for sure that this was the cure, since it's too early to say, but for now I haven't had a CTD in a couple of days (*knocks on wood*), whereas before they would happen at least a couple of times.
But again, the source of this problem seems to be very different for everybody, so I have no doubts the game is quite buggy... nevertheless, I would advice everybody to also flash their BIOS to the latest version. Will be back with update if it keeps working for me.
