Those color codes are speech checks, meaning like in previous Fallout / TES games, your speech level actually makes a difference in persuading the person.
But for previous games, those speech checks are in percentages. For instance [I think you're gay, you need to give me your gun (Speech 75%). Now, in Fallout 4, those are green, yellow and red.
So yellow gives you a moderate percentage of success while red is near total failure. Just try leveling up your Charisma level. :p
think of it like this.
red speech has a 100% chance to fail.
each point of charisma gives 9% chance to succeed.
so with 6 charisma (6 x 9% chance) = a 54% chance to pass a red check.
with 10 charisma you'd have a 90% chance to pass a red check, but still there'd be a 10% chance to fail, its supposed to be difficult right
anyway, these are all just made up numbers by me used only to try to show an example of how a charisma check may work
I'm guessing the colours are fixed to show you how much it takes to convince that person of something.
Also, remember when strength and intelligence affected dialogue? Is this still the case? I CAN'T TELL CUZ THE CONSOLE-LIKE UI IS A PIECE OF ♥♥♥♥.
but I'm pretty sure it's also in the help section on the main menu too.
