When you step out of it, just transfer the power cell into your inventory.

I had another power armor despawn at national guard training yard. Well those loot power armors doesn't despawn, but if you move it, then it might.
But, nobody steals a power armor if there is a core inside. Pickpocketing a core from enemy's power armor (or just crippling it, which makes it blow up) is something you can do to make enemies pop out from power armors. Works most of the time. I've pickpocketed dozens of cores, and only a few times have enemy stayed inside his power armor. Shooting that core works almost as well, except that explosion usually kills the person inside power armor, and if they are dead, the are not going to jump out of their armor.
Another pro tip (which most of you probably knew already..) if you kill a person who is wearing a power armor, just shoot the power armor parts on the dead body to break them. Makes those parts weight 0, but their value is unaffected. Easier to haul those armor pieces from place to place. But this works only on power armor pieces worn by dead bodies. Don't go wasting bullets on suits with nobody inside.
