water won't go down at thicket excavations

I turned all the valves and got the pump running but yet the water level never goes down? I think its supposed to because there are stations down there.

The water isnt supposed to go down, it's a filtering system. Turn the valves, then flip the switch at the surface, then talk to the dude to finish the small quest.

You have to swim down under the water near where the bubbles are.

I assume it will go down at a later point in the game. I haven't been able to see them go down yet either. I believe this is an attempt by bethesda to force you down the main quest line.

Was walking to a quest and found the excavation totally drained and raiders in it so it does infact get empty after a few in game days.

I, uh, shot the dude. The water still isn't being drained, even though the pump is active. Any advice on how to proceed?

You cant *SPOILER* -------- the dude turns out to be a raider boss who will setup a large raider camp in the emptied quarry a few days after you have helped him with the drainage.
