Downgrading to v. 355.98 fixed it for me.

Apperantly Nvidia knows about this issue. Here is a statetment from Nvidia:

issue solved when i rolled back to 2.5.5.1 drivers -_-
The only thing I had changed from the base game was to disable mouse acceleration in fallout4.ini. But restoring the original file did not solve the problem. Nor did uninstalling and reinstalling the game.
I've tried other things suggested on forums, including:
Disabling Nvidia Streaming Service
Downclocking GPU with MSI Afterburner
Verifying Integrity of game cache
Changing power management mode of my Nvidia card to "prefer maximum performance"
Rebooting computer and restarting
Changing game's graphics settings to High or Medium (haven't tried Low yet)
Rolling back to my last driver (327.62)
For reference, I'm using the following laptop:
Lenovo Y510p
intel i7-4700MQ 2.40GHz
GeForce GT 750M, 2 GPU's
8 gb ram
running Windows 8
Not quite a gaming rig but I was still able to run the game initially. I'm especially puzzled that it worked fine on day one, on Ultra settings, yet can barely function now- beyond 1 to 2 minutes- on Medium settings.
Perhaps there is a different driver that I could install? Not sure what to do next.
