They (and switches) extend power wirelessly to lamps and televisions a few feet in all directions.
I found that if while on the inside of the building you place a conduit near a wall with the connector for the next pointing at the wall you can sometimes get it to pass the next link through the wall and connect to it from the outside.
In fact I found that if I connected about 5 of the longest straight conduits together and moved them all at once I was able to put them through the lower left corner in the atrium area of vault 88 and it poked out in the generator room allowing me to use the existing vault generator.
