Don't play on a Laptop :(

Just play it in borderless fullscreen if normal fullscreen doesn't work.

Yeah I have same issue too and it is really bad playing on a small window in and not in full screen I'm using a laptop to but it was custom built it has Ge-force NVIDA 850 graphics Card I5 processes and 8GB of ram. Is there a fix for the full screen issue???

Fix:

Clean install of Nvidia Drivers.
Reboot
Run GeForce Experience
Wait for it to scan your games
Hit "Optimize" in the list for Fallout 4.

Then it will run full screen.

It is possible to run Fallout 4 in Fullscreen. All you need to do is make some changes to the file name "Prefs.ini". You can locate this file in your: "documents/users/mygames/fallout4 and in your steamapps/common/fallout4". The changes you need to make is listed below:

bMaximizeWindow=1
bBorderless=1
bFull Screen=0
iSize H=1080
iSize W=1920
If you don't want 1920/1080 resolution replace with your own. That's it, you will now be able to run Fallout 4 perfectly in Full screen with the above mention fix.

Guys. I finally found the answer after trying everything. I don't know what it has to do with anything, but creating a local account solves it (in windows 8&10). Just create a local admin account, log in with it, run the game - and BOOM. Full-screen.
