[FIX] "Creating local game cache files..." and "Preparing Fallout 4 files for install..." then "An error occurred while installing Fallout 4 (connection time out)"

While attempting to install Fallout 4 from the game disk, the dialog box was stuck at "Creating local game cache files..." and "Preparing Fallout 4 files for install..." and intermittently opening an error message saying "An error occurred while installing Fallout 4 (connection time out)".

On a whim, I tried clicking "Open" or "Explore" on the game disk and ran the "SteamService.exe" file, which opened a command prompt window.
Immediately after this, I cancelled and retried the installation, and it worked.
Don't know if it was just a fluke but I figured i'd post in case it helps somebody else out!
