Go to Steam > Settings > In-Game > In-game FPS counter.

You can set it to go to the bottom right, bottom left, top right or top left :)

Right click steam icon in system tray, go to settings and click the In-Game tab. There you will see a show FPS box.

steam has a built in fps counter, have to tick the box in your settings and have steam overlay enabled for the game

Steam -> Settings -> In-Game tab -> Set in-game FPS counter to where you want it - I use top left. By default it's a grey colour, you can set it to another one

If you want even more info displayed, such as GPU usage, temperatures, etc., then download MSI Afterburner and utilize the OSD. Other software such as Precision X also have this feature. It's useful so you can see how terribly optimized these games are.

Same. Figured i'd have to install a mod to get a FPS counter for fallout 4, this page now tells me that all?? steam games now have a built in fps counter. I can dig it.
