Best starting stats for a sniper/hacker?
How much should I put into Intelligence, Luck, etc?

Perception and intelligence
Luck and perception.

Specifically you want Sniper, Rifleman, and Better Criticals perks

You're going to have to get a handle on what perks there are at what stat values so just plan a build that has all the stuff you can't live without. I can't live without much so I went with a very general build. Check out the perks but keep in mind what the stats themselves do too like perception is pretty critical if you're going to vats much and agility might help you score more critical kills because of sneak attack bonus dmg and silenced weapons.

Some perk highlights to keep in mind
STR 3 unlocks armor mods, 4 melee mods, 6 carry weight and 7 hip fire benefits
PER 4 for lockpicking and 5 for explosive dmg
END is full of good stuff but 3 for hp and regen is likely critical, 6 for rad resist
CHA 3 if you're going to solo, 6 for settlement options
INT 3 for gun mods, 4 for hacking, 5 for salvaging, 6 for tech mods, 9 for rad weps, 10 nerd rage
AGI 2 for automatic weapon dmg, 3 for sneaking, 5 for AP regen, 7 for sneak atk, 8 for reloading
LCK 3 for base damage, Lots of critical hit perks above that.
