Screen Tearing??
I have a terrible Screen Tearing, Everything on Ultra (60fps), forced VSync from NVIDIA Panel, still terrible tearing.

I'm using Windows 10 Pro 64bit, anyone else?

im not using windows 10 but no tearing for me

Go into Nvidia Control Panel by right clicking on your desktop. Then to "Manage 3D Settings." See the "Vertical Sync" tab? Turn it on. Click apply.

I've solved it, you have to edit the .ini file and use Windowed mode without borders.

Apparently, people are having success enabling Windows Aero when in Full Screen Borderless mode.

I've just activate windowed and borderless from the game launcher, but then the game doesn't show all resolutions so you are stuck to some predefined resolution, you then open the .ini file and edit the resolution, I've set 1920 x 1080 and that's it.

So um this is silly to ask, but what does screen tearing look like? I usually turn off vsync because I always have and no longer remember the reason why (likely to get more FPS out of whatever game).

Every time I look up these terms like microstutter or screen tearing, I find a website with still photos that dont show the problem.

In my experience, any jittery game play or the game becoming a slide show has been because my choice of game settings has proven to be unwise compared to what my hardware was capable of reliably doing.

Well, it's literally like it sounds, the screen is constantly tearing in two halfs (horizontal) while you are playing, normally it does one or twice in one second but it was terrible for this game, like multiple tearing points in a single image... anyway, it dissapears with borderless fullscreen... sooo, not really a problem, at least in my case.

Stuttering it's like a microstop of some sort, a little pause (only graphical, not sound...) that lasts miliseconds, it depends on the game, some games stutter while loading, some don't sttuter at all, some stutter all the time (for these ones you can try to use a triple buffer option)

Everything I try always ends in screen tearing, as well. Granted, I'm not using any form of V-Sync - that was the whole point for me - so it's been a matter of using and tweaking every type of frame limiting software/standalone application to try and keep the game at 60 frames without screen tearing. RTSS, Nvidia Control Panel, Nvidia Inspector, .ini alterations, etc. I'll limit the framerate (even so far as to 57fps, to account for any fractions of a frame that could push it above 60 and kill the image), but no luck so far. It's really not supposed to be *possible* to have screen tearing like this when holding a solid framerate below the screens native refresh rate, but Bethesda has yet again managed to defy the laws of physics in order to bring me an uneven PC gaming experience...

Mine is still extreme... I can't look more that 2 feet in front of my character, during normal play... My desktop at my family home can run it just fine with 80+ mods and the dlc. Whereas my laptop is the EXACT same hardware, just with an extra core. (That's only difference, quad i5 for laptop and tri i5 for desktop) they both have same graphics (integrated) and the desktop has NO issues whatsoever. Laptop on the other hand, tears so much it's impossible to play! It's been almost half a year since release, got all the patches, updates... I've messed with .ini files, and even borderless windowed. Everything I can find on the Internet, and nothing is working. My family's desktop runs it perfectly. I even got several images, screenshots of this. Please help!

Had the same problem here and it happend in every game, so here's how I've fixed it. Turned out I had a second monitor (TV) pluged in my PC and had a screen mirroring enabled in nvidia control panel. So I just turned it off in nvidia settings and the screen tearing was gone! Hope it would help someone!

Thank you so much for writing this out. This was exactly my issue and I had no idea. I know I would not have solved this if it weren't for your comment. I would have switched screen displays one day and never noticed that was the cause of my screen tearing issue. (By the way, I was able to switch displays from duplicate to single by hitting Win+P and slelcting it. You shouldn't have to go through the Nvidia Control Panel).
