Um... wtf are you talking about? This is completely untrue. Many games will still receive input from mouse and keyboard or joypads at the same time. Most pc games are keyboard and mouse by default over a joypad. And even the games that will only allow input from one of the devices at a time usually have an option in to easily switch between the devices to choose the one you want to use. A game completely ignoring the K&M because you have a controller plugged in, with no option to change that is very unusual.
In the end I opened up C:\users\[username]\My Documents\My Games\Fallout4\Fallout4Prefs.ini and set bGamepadEnable=0 .
