Accuracy usually refers to the weapon's spread, which is to say that it would nearly always hit exactly where you are aiming with little variation, a frag nade not only have an due to being lobbed, but also, well fragments, so it would have very low accuracy by that definition.
No idea about range though.
Fire rate is not number of shots per second though, because a standard missile launcher has a fire rate of 2 but if you upgrade to a triple barrel the fire rate suddenly becomes 25. I think it might be 1 over the fire rate is the time in between each shot, so a minigun with a fire rate of 272 would have 1/272 or .0036 seconds in between each shot whereas a .44 revolver has a fire rate of 6 so 1/6 or .167 seconds in between each shot.
I would guess range is simply the actual distance that the round can travel, because otherwise it would travel forever. And 100 would be 100 units, however the game calculates distance.
Range is the distance within which the weapon does full damage. Damage then tapers to 50% at 2x range and beyond.
Accuracy It is an abstract number: it takes into account the bullet's scattering, the recoil, and how fast you can sight down your weapon. The higher the accuracy, the better these stats on your weapon.
Range Maximum range in game units. At this range, your weapon still do full damage. Beyond this range, your weapon linearly loses damage over distance. It is probably meant to be in yards, as weight also uses imperial units (pound), but it is definitely too long to be feet.
