Reason being is the most important perks i can think of early on are accessable. Hacking, Lock Picking, Crafting, then I have fast leveling with I - 9 and decent speech skills with C - 8.
These to me are the most important perks early on. Next being Luck that i can put points into to get more ammo and money.
HOPEFULLY C - 8 is MORE than enough for speech checks.
Crafty/Sneaky Ranged Damage Dealer that switches between many different guns and does not use companians.

+1 stat bobbleheads
could go down to 2+1 Bobble for stength ect..
Strength = 3 for carry weight and armor mods.
Perception = 5 for Rifleman, Lockpicking, Explosives
Endurance = 3 for Toughness , Lifegiver
Charisma = 3 for Ladykiller, Lone Wanderer
Intelligence = 5 for Experiance points, every perk up to rank 6 is interesting.
Agility = 7 for Sneak and Action Points, every perk up to rank 8 is interesting.
Luck = 2 for caps and ammo
I have no clue how all this could change when the game finally comes out, but this is what I'm going with for now on the information i have.
Then you could raise every stat to 10 if you'd like.

Seems like a balanced character, with the Charaisma being two perk points away from connecting my outpost.
Yah, I use this one too. I prefer it and found it llinked here on Steam on a thread
a few days back.
IT shows immediate feedback on what perks open up as you add base stats.
S - 3 - Armor Mods
P - 4 - Lock Pickling
E - 1 - Nothing immediately important i cant get later
C - 9 - More successfull speech attempts
I - 9 - Level faster obviously important + Hacking
A - 1 - Again nothing immediately important i cant get later
L - 1 - Will want to level as soon as possible 1 point for more caps an ammo
Really just needed to remove 1 point out of strength cause i dont care initially about Melee Weapon mods. In actuality Armor Mods can wait too but MEH I could use the strength early on for hording junk around.
Im curious if maxing out lock picking gives access to all locks or if at some point i need P-9.
Does this bother anybody else. I should be able to put my points anywhere at any time ans not level blocked.

This would be best for my bonus exp having, sneaky, pick pocket, lock opening, sniping, advanced hacker, robot stopping, ammo/cap rich, mostly invinicible, WEAKLING who always does extra damage per shot using better weapons/items that have high crits chances. Plus bank bonus saved crits.

Oh, the bullets have a chance to bounce back to the attacker for a instant kill. Read all the Int and Luck MAXED out effects those 2 together=

*The S.P.E.C.I.A.L. I am using is the first starting the game S.P.E.C.I.A.L.(yes the "I"=8). Now when you get to level 2 in the game add 1 point to Intel so Intel will be at 9 now. Then @ lvl 3 add another point in Intel so it is now 10. "Int" is maxed out for max exp points from this point (your at lvl 3) forward. Look again at my use of the Build for S.P.E.C.I.AL. beginning the game Excellent Point Distribution (EPD).

Im pretty certain you get only 1 point to spend per level in either Special or Perks. Maxing Int. only allows for quicker leveling as far as I know.
P - 4, Locksmith, once done with other perks listed here, buff it to get Demolition Expert and Sniper.
E - 5, Aquaboy, sneak underwater, I need that to be sneeky beeky like.
C - 1, Literally nothing in the Charisma tree sounds remotely interesting to me.
I - 6, Science, Scrapper, Gun Nut and Hacker, needed to make the most out of the crafting system.
A - 3, Sneak, sneeky beeky like and all that.
L - 6, Better Criticals, make the most out of sniping.
Endurance and Charisma so I can have near max health, early money/gear with Fortune Finder and Scrounger Level 2, and creature control in survival mode. Lots of damage boosts to throw in points early if things are too difficult and buffs to either my character alone or if I travel with dog. That's only to level 10. After that I will branch to more damage or crafting or I maintain a hybrid build.

Edit: The reasoning behind mine is:
3 str will get me armor mods
4 pe gets me locksmithing and pickpocketing.
3 en cause I need some hp and vat points.. really they are left over points.
7 ch for speech checks and the lvl 6 looks like it makes it so your settlements can trade and you can set up shops in them. cant wait to see this myself.
5 IN for the hacking and scrapping perks.
3 ag for the sneaking perks
3 luck for the scrounger and bloody mess perk.
