Intelligence seems to be one of the more useful stats from the very beginning (for more xp)

You can read book to increase SPECIAL
You can spend perk point
Some mission will increase SPECIAL too
First build should never high than 7
Also, I've *heard* there's an Intelligence bobble head fairly early in the game, so I certainly wouldn't take it any higher than 6 due to that. Not right at the start, anyway.
Might be a good option to some people in a game without a level cap.
Here's what I'm planning on starting out with, then I'll fix all the low ones early on to allow myself to grab some perks later on.
