Gamembryo engine?
Fallout 4 is made on the same engine fallout 3 or NV was. This is one of the laziest decisions they could pull off.

Sure, textures are better but animations stayed choppy and unnatural and lip-sync is horrible.

I fail to see why couldn't bethesda make new engine when they we're working on this game? Doesn't it deserve the effort?

It's a new engine but it's named the same. It's like Valve's Source engine.

Just incase I wasn't clear enough, Fallout 4 doesn't use Gamebryo. In the E3 presentation, Howard even talked about how it used the creation engine.

This^

I never once was confused on the engine it was using. The presentation was quite clear on this. A 5 second google search would reveal the engine in use for Fallout 4.

This.

The Creation Engine is an in-house engine created by Bethesda Game Studios (XnGine being the previous in-house engine by Bethesda). After using Gamebryo to create The Elder Scrolls III: Morrowind, The Elder Scrolls IV: Oblivion, and Fallout 3, Bethesda decided that Gamebryo's graphics were becoming too outdated and began work on Creation Engine for their next game, The Elder Scrolls V: Skyrim. The engine still features code from the existing Gamebryo codebase.[citation needed] The Creation Engine offers basic real-time shadows and more detail to distant objects. The updated version of the Creation Engine, that is powering Bethesda's Fallout 4, offers physically based rendering,[1] dynamic volumetric lighting,[2] the ability to build structures in-game, advanced character creation, etc.[3]

Fallout 4 is made on the same engine as Skyrim, which is the Creation Engine. The Creation Engine is in essence, a newer Gamebryo engine, as it uses a lot of the same code.

"practactly the same" is an opinion. I can tell the difference when I play Skyrim and Fallout 3.
