This build is a general ranged combat build with a few key assumptions and strategies built in. Lets face it, when we roll a new character, we are bascally a bug for the first few levels...easily squashed. Intelligence 9 is to take advantage of the extra xp and to gain a few levels quickly. Since there is no level cap and 270+ levels before you can max your character, having a high Inteligence doesn't put you at risk of maxing your character too early. It does allow you to quickly gain levels to fill out the glaringly weak areas of your build. In my case, this is luck, endurance, strength and charisma. Quickly advancing 15-20 levels will allow you to get all those stats to at least 5 and allow you to pick up a few key perks that will round out your character. The gain from increased intelligence will be most vsible in the early levels as the amount of xp needed will be smaller between each level. Later in the game, leveling will take a much longer time and the benefits of a high intelect will not be as dramatic.
Of course this assumes that there is a significant xp difference between say I-3 and I-9. If this difference isn't say 20% or more then the whole strategy falls apart. Unfortunately we don't yet know how much extra xp is earned for each additional point of Intelligence so I guess we will have to wait and see unless someone leaks that info before launch.

seems like the best set up for me End and the HP from it are only partly retro active so starting with it high seems wise and high int for leveling. 4 perception for lock picking. 3 char as i hope to up it to add speech options later

i wouold say................most of the skill trees look pretty good and usefull
P - 4, for locksmith
E - 3, for toughness and lifegiver
C - 6, for cap collector and the trading caravans
I - 8, for medic, hacker and science, though also for robotics expert, I wanna fix Codsworth
A - 1, not bothering with sneak and stuff
L - 3, for fortune finder, scrounger and bloody mess
