Build nothing but vendors , except for 4 farmers farming mutfruit, and you will get to the Benevelonent Leader Achievement.
Mine hovers at about 85% in a fully functional settlement. I'm fine with that - seems pretty reasonable (you know what they say; you can't please everyone, all the time) and I'm not willing to jump through all the hoops just to get the stupid benevolent leader achievement.
...well, let me amend that to be fair. AT THIS TIME I'm not willing... :) maybe down the road a ways, when i get bored...
Fun fact: if you build a food shop, your settlers will all gather around to take a coffee after a day of hard work!
General items: Worth it. Sells more than enough assorted junk to keep you building(And some of the harder-to-get materials to boot). Also, since you end up buying from it a lot it's a nifty exchange for the purified water/accumulated crud you obtain from filters/wandering.
Weapon Store: Loads of ammo. Need I say more?
Clothes Store: Eh, not that useful except if you want your settlers to all wear something different.
Food Store: Not that useful, but if you're a devout cook it might be worth the investment.
Clinic: On-Demand doctor and stimpacks/Radaways? Yesplease.
All in all, they're convenience buildings. Return on Investment is a looong way out but being able to grab a couple dozen bullets of each type, takign a few stimpacks and getting those pesky rads removed while dumping your loot is the main selling point of the shops.
