WHERE THE F*CK IS MY "Fallout4Custom.ini" FILE
I have absolutely had it. I do not know why my game does not have this custom.ini file and I am sick and tired of nobody knowing what the f*ck I'm talking about. ALL I WANT TO DO IS GET MY MODS WORKING AGAIN. Where is this file?

For Windows 7, It's in Control Panel, Under Appearance & Personalization, under Folder Options.

No, no people! That ini file does not exist originally. It is a file that can be used to override settings in fallout4.ini and fallout4prefs.ini. And as such, it is a convenient file to put your ini file modifications in, then you don't have to modify the other ini files and can immediately see what you have modified. I have used it a lot, but found out one setting that did not work: bDoDepthOfField=0, it did not work unless I modified it in fallout4 prefs.ini.

If that were true, I wouldn't be able to use all the mods I'm using right now

When I followed the directions to enable mods, the only files I edited were fallout4.ini and fallout4prefs.ini

It depends on the mod. Some are only ini file modifications, others use overriding assests files under the data directory, and the third kind use .esp files. And it is this third kind that gives trouble at the moment because the latest patch disabled the option to select which .esp files are loaded. There is an override though, but I cannot remember right now what it was, since I have no mods that use .esp files.
EDIT: But as I already stated previously, you can put all ini file modifications in fallout4custom.ini (which you have to create unless some mod already did that).

I use NMM, it enables the mods with no hassle.
The only thing I have in my fallout4custom.ini is this

[Display]
iLocation X=0
iLocation Y=0

I'm using texture replacers, and mods with esps, NMM enables them all and lets the launcher load the ones I've enabled

Okay. Anyway, the custom ini was either created by NMM or some mod. I usually only use UI mods (since elder scrolls and Fallout 3) so I just install mods manually. I know NMM might be "nicer".
My problem is fixed, thank you Dust for your solution, as well as everyone else who contributed.

Please, If you do not know what you are talking about keep your thoughts to yourself otherwise you just obfuscate the issue.

Yeah I just downloaded the game today and I couldn't find these files either. I hope dust's recommendation works. Btw is it even necessary to do this if you're just using nmm? Because that's why I was going through this. It seemed apparent to me from what I read on nexus mods that I did need to do this.

Actually some of this has been depreciated. The current convention is to drop all of the variables after the = sign in sResourcesDataDirsFinal.

Dude, the exact same thing happened to me, except i deleted the three files in order to fix my harddrive because that was the only way to fix it and yeah now it's missing, the "fallout4costume.ins" file and i really need it could you please explain to me exactly how you got it back? did'nt get anything out of the comments above.
