Report a translation problem
You can't put leather mods on combat armor, or raider mods on metal, or metal on synth, etc.
Nor can you put leg mods on arms or vice versa.
I checked by removing the mods from the found armor. The resulting name clearly states "Combat Armor". Just kinda wierd to me.
At least I'm not crazy then. You noticed it too. Cool, man. Thanks.

Evidently I have a synth arm that is muffled. I can't reproduce it either lol
Just like Aerodynamic, Stabilized, and Weighted are arm only mods. You'll not see them on leg pieces.
You'd think they could have gotten it right with Muffled since they did with the other three. Oh well.
Except, the mod doesn't actually work even if you do find one.
