So about Absalom
Is it just me or does his combat armor rank get higher if you don't kill him? 'Cause I remember seeing him once and he had regular combat armor. I just saw him again and he's wearing sturdy.

Does this mean that his armor is scaled to your level if you don't kill him?

If anyone can confirm, please let me know. If anything, if it can be verified. I think someone should update the wikia.

so as long as I don't kill him, every time I encounter him he'll wear the level scaled armor?

once you reach a certain lots of enemies will be wearing heavy combat armour
the best place for combat armour is parsons asylum, if you stay away from that area till high level most the mercs should be wearing a mix of heavy/sturdy/normal combat armour

I just wanted to confirm that it's level scaled combat armor. The wikia isn't specific

Absalom's level scales up to the player character's which is relatively rare in Fallout 4. He has the same Hit Points and level scaling as most of the game's human companions, with a minimum level of 25 and a maximum level of 50. Thus, up until level 25 he will be tougher than the survivor, and after level 25 he will have exactly the same amount of health as they do up to level 50. This, combined with his full set of combat armor, makes him an especially tough opponent, particularly if he is encountered at a low level.
